Your connection with the audience is everything - and a big part of that connection is made through the eyes. In rehearsal, you should work toward being able to deliver the entire speech with only occasional glances at notes. That way you can maximize eye contact with your audience.
Bear in mind, too that the further down you hold your note cards, the further down you’ll have to look at them, and vice versa. For example, holding note cards a bit higher (but not hiding them!) can contribute positively to a presentation.
